Do I need a permit?

EU/EEA/Swiss citizens: No work permit needed. You can work and register freely.

Non-EU citizens: You need either a work permit (TWV) or a combined permit (GVVA/IND residence permit) before you can legally work in the Netherlands.

Types of permits

1. Highly Skilled Migrant (kennismigrant) For skilled workers sponsored by a recognized IND employer. Salary threshold in 2026: ~5,688 euros/month gross (under 30: ~4,171 euros/month). Your employer applies on your behalf β€” you cannot apply yourself.

2. EU Blue Card For highly qualified workers from outside the EU. Similar to kennismigrant but valid across EU countries.

3. TWV (Work Permit) For lower-skilled work. Your employer applies to UWV. Valid for max 1 year.

4. Self-employed (zelfstandige) Requires a residence permit for self-employment. You must demonstrate added value to the Dutch economy.

Registration steps for non-EU workers

Receive your residence permit or combined permit
Register at gemeente or RNI for your BSN
Take out Dutch health insurance (basisverzekering)
Open a Dutch bank account (NL IBAN)

Apply for zorgtoeslag if your income qualifies
